The Rubtsovsk Institute (branch) of Altai State University is a classic example ofhigh education, social and cultural life in Rubtsovsk and the southwestern regions of Altai Territory.
The mission of the Rubtsovsk Institute (branch) of Altai State University is:
To meet the needs of the residents of Rubtsovsk and the south-western regions of the Altai Territory in intellectual, cultural and moral development by obtaining high-quality, affordable, modern education. Itallows the residents to be competitive in the context of dynamically changing needs on the labor market.
Meeting the needs of society to stabilize the process of production and development of professional staff in the region through professional training in a wide range of areas ensures the innovative economic development of Altai Territory.

development of a multilevel system of continuing education, creation of the essential conditions for the deployment and effective implementation of new educational programs and technologies;
providing the guarantees for the education quality, improving the structure of training graduates using a competence-based approach by focusing on the best world achievements in the field of higher professional education, creating individual educational direction, improving the organization and resource provision of independent work of students, supporting an effective system for monitoring the quality of education, modernizing educational, methodological, software, technical resources of the educational process;

To implement this policy, mission, as well as to guarantee the quality of education, the unity of the criteria for assessing the Institute maintains a quality management system that meets the requirements of international and national standards of the ISO (ISO) 9000 series.
The management of the Institute is responsible for the implementation of the quality policy, controls its implementation, assumes obligations and ensures the creation of conditions necessary to achieve the goals of the Institute; understanding, implementation of the quality policy at all levels of management.
The development, implementation and constant improvement of the quality system is recognized as the primary focus of the Institute for the next future, which will ensure an increase in the competitiveness and stability of the Institute in the market of educational services, scientific and innovative activities, an increase in financial indicators and, consequently, meeting the needs of employees of the Rubtsovsk Institute and stakeholders.
